Community Meeting: Governance Alternatives for Effective Flood Management

Following the completion of the Draft Final Feather River Regional Flood Management Plan in July 2014, the CA Department of Water Resources requested that the Feather River Regional Partners develop a plan for continued stakeholder engagement, evaluate improved regional governance, and identify alternatives to address institutional barriers through June 2017. The task also included formulating solutions related to policies and procedures, training requirements and synchronization of potential regional Levee Maintaining Agency consolidation for Operations and Maintenance (O&M) and Emergency Response (ER).

In response, the FRRFMP team is examining flood control governing agencies in the region to identify issues, opportunities for improvements, potential implementation barriers to improvements, and a strategy and process for improved governance in the region. Stakeholders are encouraged to provide input to help shape governance recommendations.

FRRFMP Kickoff Meeting Presentation

Public agencies in your area are partnering to identify and address regional flood management challenges and opportunities within the Feather River basin – With input from their communities, these public agencies will develop a Regional Flood Management Plan by mid-2014 that defines the long-term vision for flood risk reduction. The plan will include:

  • description of the current flood management conditions
  • opportunities for improving flood management while achieving multiple objectives (flood protection, agricultural conservation and habitat restoration, for example)
  • needed projects based upon priority
  • preliminary financing plans

A kickoff meeting was held on June 5. At the meeting, the regional plan team presented a high-level version of a draft regional flood management plan, provided an overview of the plan development process, and outlined why public participation is critical.
